In the commercial's story, one of the main points is that the deaf girl receives inspiration from a street performer. A seemingly lowly, disheveled and dirty bum uplifts her to achieve greatness in the realm of classical music-- a genre often considered to be a beautifully refined and elevated art form.
He is able to do this because he represents the archetypal wise old sage who holds more wisdom than he shows, and also because he connects to the girl by being an outcast, as well as by speaking her language. He "speaks her language", on two levels, actually. Not only does he sign, he communicates with her through the language of music, for which they both have a passion.
